Countries are progressing as per their financial statuses at the moment. Wealthier countries have very well-established infrastructure and may even be deciding to upgrade the electric cars in their countries. On the other hand, some of the less-wealthier countries may even be looking to get their first cars or connect to electricity.

Point is, every country looks to focus on the things that are affordable for it. For example, high income countries have electrification rate of 100% and 714 cars per 1000 person. Compare that to low income countries and we have an average electrification rate of 42% and 20 cars per 1000 people.
