Both devices should be on the same local network; you can even set your Apple TV as your second screen through AirPlay.

Windows:

Go to the upper left corner of the monitor switch to windows eight app to any monitor, bring up the ‘App Switch List,’ and switch the app from there. Move windows eight apps across monitors by using Win + Pg Up and Win +Pg Down as shortcuts. In the ‘Charm’ bar, change the settings and launch the start screen on any monitor.
